Can't orphan golang-github-rasky-xdr:

Hello, I went into the project settings and used the "Give Project" option to give the package to the orphan user. Does this work for you?

I can't check as it's orphaned now and taking ownership may not trigger the issue. As I may need to retire more packages, I'll try next time I find the issue.

BTW, when we have seen this in the past this was a bug that the package was added, then retired, then unretired and you try and retire it again... there's already a retirement reason still in the db so it fails this way.
