The EPEL mirror fedora.ipacct.com appears to be unreachable. Unsure if this is only temporary or long term issue.

Seems reachable just fine from here. ;(

In any case, we don't manage specific mirrors. In this case they list https://ipacct.in/ as their website, you can contact them there if you are still seeing problems.
