While upgrading to f29/rawhide I noticed that glaxium got downgraded.

To me this looks like the rawhide repo is not inheriting packages from f28-updates ? where as I believe that it should inherit those.

No, it should not. You should build first in rawhide and then you can build for f28 and submit an update.

Yes, please build packages in Rawhide separately/before upgrading stable releases.
