Issue #8400: Deploy sigul 1.x - releng

Describe the issue
Due to a size limit issue in sigul 0.x of 4GiB, we need to deploy sigul 1.x which will increase the limit and will unblock signing of cross-gcc build and future larger builds.
When do you need this? (YYYY/MM/DD)
ASAP

Did sigul 1.0 even get released and packaged? We're still waiting on this py3 branch to merge into mainline and release.

This is done. Yes, sigul 1.0 came out. :)
