  1. The package has been retired for more than 8 weeks, this means its requires a re-review of the package - https://fedoraproject.org/wiki/Orphaned_package_that_need_new_maintainers#Claiming_Ownership_of_a_Retired_Package

  2. You are not part of packager group, you need become part of it - https://fedoraproject.org/wiki/Join_the_package_collection_maintainers

Once both are done, then we can retire it for you.
