Please unretire rpms/teckit package in master dist-git branch and unblock it in Koji.

Original package review is https://bugzilla.redhat.com/show_bug.cgi?id=247615. This package was not retired for more than 8 weeks, no rereview is needed.

@ppisar teckit is now unretirement for master.
