There's something broken that makes this uninstallable in Koji F31. We just get the following error:

DEBUG util.py:585: BUILDSTDERR: No matching package to install: 'libnbd-devel >= 0.9.6'

Can't build anything that depends on libnbd in F31.

For whatever reason this has "fixed itself". I was able to do a build this morning:
