Reopen Issue

When bootstrapping Python 3.8, I'm often blocked by the repo not being regenerated within 1+ hours. I'd like to run koji regen-repo f32-python, but I cannot:

$ koji regen-repo f32-python
2019-08-20 13:28:41,399 [ERROR] koji: ActionNotAllowed: repo permission required

Could I please be able to do that? Thanks.

Asking again for the Python 3.9 rebuild. It seem that I will need to run koji regen-repo f33-python manually to workaround kojira issues.

It is issued temporarily until we figure out the repo generation issue.
