  Trying to build a package that depends on lua-devel fails for EPEL 8 on s390x recently like this:

DEBUG util.py:593:    - nothing provides lua(s390-64) = 5.3.4-10.el8 needed by lua-devel-5.3.4-10.el8.s390x

Note that this worked on 2019-10-23 perfectly: https://koji.fedoraproject.org/koji/buildinfo?buildID=1404135 - it even used lua-devel-5.3.4-10.el8.s390x as well.

Thus this feels like a recently broken repository, that hopefully can be unbroken easily :)
