• Describe the issue

Include the earlyoom package in Fedora Workstation (and possibly other products if they choose to opt-in); and enable its systemd unit earlyoom.service by default for both new installations and upgrades.

a. Modify https://pagure.io/fedora-comps/blob/master/f/comps-f32.xml.in to include earlyoom package for Workstation.
b. Modify https://src.fedoraproject.org/rpms/fedora-release/blob/master/f/80-workstation.preset to include:

# enable earlyoom by default on workstation
enable earlyoom.service
