lokalize was recently retired today due to python2 issues.

I fixed those, so please consider it unretired and don't block future builds, thanks.

@rdieter Hi the package is now unblocked in koji, please do not revert retirement commit in the future. We include the link to unretirement request ticket in the revert commit message for bookkeeping.
