Go into the virt-v2v dist-git directory (master branch) and type fedpkg verrel:
fedpkg verrel
$ fedpkg verrel virt-v2v-1.41.8-8.fc22
That should definitely say .fc31 not .fc22.

So, fedpkg must be keying off that.
