#9218 cancel stuck builds in koji

    There are stuck builds in koji, without a progress for days. Some (all?) have been restarted after the 24h time-out multiple time. They are easily detected in https://koji.fedoraproject.org/koji/tasks as using the f32-rebuild target.

libqb is there twice, it might be a real issue in qb

2 of those were scratch builds, not releng f32-rebuild ones. ;)

That said, they had not built in over 100 hours, so I canceled them too.
