This is a request to create ostree branch f32, I don't see it yet at https://kojipkgs.fedoraproject.org/atomic/repo/refs/heads/fedora/

Is there any SOP on how to setup new branch in Fedora's ostree repository?

This should happen automatically once an OSTree compose happens successfully. You can watch them over in the failed composes repo. For example here is the current status: https://pagure.io/releng/failed-composes/issue/1014#comment-627126

This should be fixed now.
