scamper was retired in 2019 because the previous maintainer did not update the scamper package after 2014, and scamper stopped building when linux > 5.2 required to get SIOCGSTAMP. the current public release has fixed this, and made numerous other improvements.
At your earliest convenience. There is a replacement scamper.spec project file attached to the following ticket. I am the upstream maintainer, but I have not developed an RPM file before. If the RPM is acceptable, it seems relatively straightforward to maintain.

scamper will have no supported RPM on Redhat / Centos / Fedora.
