Describe the issue While working on the ELN bootstrapping, we may need to bump the ELN %{dist} value to avoid reusing ENVRs. Rather than burden releng with repeated requests, I'd like to be granted the edit-tag permission in Koji to make these minor modifications myself. I will not use this permission for any other purpose without consulting a releng member first.

wouldn't it be easier to just update fedora-release package that defines %dist?
The fedora-release package doesn't define %{dist} for ELN. It is overridden by the tag. This is necessary so that we don't have to implement a whole new system-release setup for ELN, particularly since that would make it conflict with fedora-release and ELN would cease to be an add-on repo and become a complete distro, which we do not want.
