Include uresourced package in Fedora Workstation and enable its uresourced.service by default for both new installations and upgrades.

a. Modify https://pagure.io/fedora-comps/blob/master/f/comps-f33.xml.in to include uresourced package for Workstation.
b. Modify https://src.fedoraproject.org/rpms/fedora-release/blob/master/f/80-workstation.preset to include:

# enable uresourced by default on workstation
enable uresourced.service
