There is a "foo" directory in https://kojipkgs.fedoraproject.org/compose/rawhide/ and some of the compose attempts seem to be in it. Is this intentional?

Yes it was intentional, there was an issue when pungi tried to use the old composes for gather phase and the old compose was in a failed state, so we moved those failed composes into foo/ dir.

Currently its a just place holder if it happens again.
