#9929 python3.9-debuginfo missing from Fedora 33 debuginfo repo

Error: Unable to find a match: python3.9-debuginfo

This is essentially a dupe of https://pagure.io/releng/issue/9820 but for Fedora 33.

upstream suggests using a wild card to include the package in compose.

How can I move this forward?

I would like @lsedlar to look at our updates pungi config and see what we need to change, because we are already passing it * as far as I can see.
