#9985 please unretire python3-configobj for EPEL 7

@fschwarz There isn't a epel7 branch for python3-configobj, please use fedpkg request-branch to request the epel7 branch.

We unretire for the branches that already existed before and got retired for various reasons, but we cant unretire for the branches that never existed.

Thank you Miro and sorry for the confusing request. Next time I'll provide some more information directly in the ticket. I requested the epel7 branch now (https://pagure.io/releng/fedora-scm-requests/issue/32095) but I'm confident everything will work ok.
