#9996 After branching, please create F35FTBFS and F35FailsToInstall bugzilla trackers

When we branch, we'll need new bugzilla trackers for Fedora 35 FTBFS and FailsToInstall.
I'd do it myself, but I was asked by @mohanboddu to let releng do it under the releng user.

Please add the F35FTBFS and F35FailsToInstall aliases.
Please make the bugzillas public, not private.

  • When do you need this? (2021/02/09)

  • When is this no longer needed or useful? (2022-11-16)

  • If we cannot complete your request, what is the impact?

Packagers cannot mark Bugzillas as blocking the appropriate tracker bugs.

I am not sure how to create aliases. The bugs should be public.
