You need to update configure.ac, the current version still has 

AC_INIT([setroubleshoot], [3.3.22],

So you want me to just change 

AC_INIT([setroubleshoot], [3.3.22],

to 

AC_INIT([setroubleshoot], [3.3.23],

as part of "setroubleshoot-3.3.23" commit?

That is, from now on the version will change just before a new release (as opposed to immediately after with "open development") ?

Yes, you can't release 3.3.23 with AC_INIT([setroubleshoot], [3.3.22]

The "open development" for .23 didn't happen. I don't think that we should continue with this anymore. It slightly complicates packaging as you need to filter such commits out.
