From conversations at Flock, it seems that rsyslog may end up being the best choice for us right now.

Investigate rsyslog for use in Taskotron, looking at the following questions:
* what is the behavior of rsyslog when it loses network connection?
- does it cache messages for later or are messages sent without network effectively lost?
* how are the logs gathered?
* are there any easy systems for making those collected logs available via nfs or http?
* are there any easy systems for analyzing the collected logs?
* do we need to maintain our own collector for rsyslog?
- logs would need to be made public
- if that's a problem for the infra rsyslog collector, determine whether there would be problems in running our own
