If we're going to start using UTC timestamp based UUIDs for the local execution case, it makes sense to have the logs be in UTC as well (instead of local time as currently configured).

Change the logging configuration in libtaskotron to use UTC (or GMT, if UTC is not possible) instead of machine local time
