The testcloud CLI takes a libvirt url but it's still hardcoded in a couple of places (utils, instance.stop etc.)

Rework the code to make the libvirt url actually configurable instead of just saying it is in the docs

This ticket had assigned some Differential requests:

It seems this is already implemented.
