Right now there's no way (through testCloud) to know what images you already have downloaded, we should remedy that allowing users to figure out what images they already have downloaded.

This ticket had assigned some Differential requests:
D378

I think this was taken care of with D378 - it's pretty rudimentary (name only) but does work. Other thoughts?
