#7 Missing blockedby and blocking metadata fields

The TomcatJSS Pagure instance currently only provides "Blocked" and "Depends on" metadata fields which can only point to other TomcatJSS issues. There should be "blockedby" and "blocking" metadata fields such as in PKI Pagure instance which will allow pointing to non-TomcatJSS issues.
