This PR makes it so that Jenkins will use Fedora 28 slaves, since when the job runs on Fedora 27, it fails with a missing dependencies error. Additionally, this PR makes it so that Jenkins stops building Fedora 27 since it is EOL, and starts building Fedora 29.
